Planning, Development & Urban Design Director, City of Peterborough

Job Details

Reporting to the Infrastructure and Planning Services Commissioner, the Director works closely with Council, City leadership and management, staff, the development community, and other varied stakeholders, and is critical in setting and driving an innovative vision for sustainable planning, development, urban design, and planning policy and research, as well as for the economic health and cultural vibrancy of the City. Champions projects to support the City's strategic planning, development and urban growth priorities. A key team contributor, the Director provides innovative, strategic, and professional development advice, along with facilitating future development strategy. The Director must champion excellence in urban design, ensuring all future development supports a quality urban realm. Partnering with community stakeholders and internal partners, the Director liaises with all levels of government, municipal agencies, the land development industry, and the public to represent the city, build business relationships, and promote the City's vision.

Qualifications

Technical Competencies:

• University degree in Urban Planning, or related discipline;
• Current membership in the Canadian Institute of Planners; and designation as a Registered Professional Planner Canadian Institute of Planners (CIP) and Ontario Professional Planners Institute (OPPI), accompanied by a Registered Professional Planners (RPP) designation.
• A Master’s degree in Business Administration (MBA) or Master’s degree in Public Administration (MPA) and / or PMP certification would be considered an asset.
• At least 10 years of progressively responsible planning experience, including 5 years at a senior level. The ideal candidate has worked in municipal government or as a consultant for municipalities.
• Working knowledge of the Planning Act and other planning related legislation and regulatory standards; municipal zoning bylaws; Ontario Municipal Board/Local Planning Appeal Tribunal processes; sound planning principles and practices; development processes; and urban design concepts.
• Advanced knowledge of planning and development issues and a strong and established development and urban design network. Requires working knowledge of local government functions and responsibilities, provincial government, and associated agencies as they relate to municipal Planning responsibilities.
• Demonstrated knowledge and experience in managing people and programs, identifying and achieving corporate policies and objectives, program evaluation, budget development, financial management and control, and performance measurement.
• A proven ability to deliver results; be comfortable with a certain level of ambiguity; and possess the ability to manage short and long-term priorities and objectives.
• Excellent conceptual, analytical, problem-solving, research, public speaking, presentation, and report-writing skills.

• Politically astute, and a strategic and organizational-wide thinker. Must be focused on developing relationships with unions, employees and external partners and have a demonstrated ability to negotiate with the land development industry and to work with all levels of government, and with the public.
• Focused on providing strong leadership, direction, and guidance to staff. The successful candidate will promote an open, diverse, inclusive, and positive working environment that allows staff to work and achieve to the best of their abilities and meet the business requirements of the organization.
• Self motivated individual who has demonstrated skills and experience in providing dynamic leadership, problem-solving beyond conventional methods, championing and facilitating change, and building confidence among peers, City Council, and the community.
• Excellent interpersonal, planning, communication, facilitation, conflict resolution, team-building and negotiation skills.
• Individual who consistently displays a positive, confident and approachable manner; and readily share and solicits information and input.
• Creative/innovative focus; a commitment to quality customer service

Salary

$128,129 - $140,056 (Pay scale is currently under review)
